I was looking for an instrument housing to replace the one I have on my 74 R60/6.

It's an earlier year build (5-74) and I am the third owner of this local bike and it has the original housing.

I have discovered looking about the web that all the clusters I see have the turn indicator on the top and either brake fail or bright lights on the bottom, while mine has the brake fail on the top and turn indicator on the bottom.

When did they go away from the turn indicator on the bottom of the cluster?

Your cluster looks correct for the year. I have an early production US market '74 R90/6 with the same dash. It was used until late '77 when they switched over to the '78 production year. I believe the dash changed again sometime in 1980 or '81.  Seibenrock sells replacement housing, although the lettering for the dash lights is in German.
