Looks like a (Reynolds rack) you can find them on e-bay sometimes hope this helps ridefast99.

Did you ever find your luggage rack with back rest?
I've got one that I just removed from my R80RT. I put it on my R80RT back in the 90's and couldn't remember the Mfg.

what's nice about this ( jrv_hd ) pictured rack is the amount of strut support. this one uses the two tangs found on early pannier rack systems as a down rearward brace. hopefully this rack pictured has the 3rd leg to the rear pass. foot frame bracket that so many of the early one FAILED to have. I had to add /fabricate a set for my rack.
and
hopefully it has the rear cross brace under the license plate. these help eliminate rack vibration and cracking failures that were common to the less braced frames. the cracking affects the REAR frame of the bike. looks like his rack is plated .

this could EASILY be used and modified with little effort then powder coated / plated again.
any sort of back pad can be adapted. i've even made my own sort of thing

I have a nice, spare, cowl-mounted luggage rack, but it doesn't have a back rest incorporated into it. And it's for the early metal seat cowl.

However, the OP has a later model plastic cowl, probably on a single-sided swing arm model as judged from the mufflers.

Owning an old Airhead is easy.
Keeping an old Airhead running great is the true test.

there are many great but short cowl mounted racks to there. the one shown @ the start of the thread is a very stout model.

a '' COWL'' mounted one ........ where the back end of the rack - - - - > sits / is bolted to < - - - - - the very end of the sheet metal cowl

imho ........... are junk and the cowl will NOT hold the weight nor vibration.
