mystery clamp in engine ventilation section

I found this part (11 14 1 254 398) laying loose on top of the engine, next to the starter.  I don't know where it goes. The parts manual shows it just kind of floating in space, unconnected to anything, and there are supposedly two of them in there someplace. Can anyone tell me where it's supposed to be?  At $13.99 a pop, I would think it/they must perform an important function(?)

It seems vaguely familiar. I believe it goes inside the soft rubber air intake snout to insure it stays in place. That snout (11 14 1 262 849 Suction Hood) fits into the hole in the Starter Cover like a grommet, but the greater portion of the Snout is on the outside of the Cover, which means from time to time it needs help staying in place when it gets bumped or pushed.

I looked at it again, and that makes sense - to hold the suction hood on.  There's a lip on the inside of the cover that the little angled part can hook on.  Thanks!
